This document provides some explanations of the state of academic research library budgets in general, and Healey Library at UMass Boston in particular. It explains many of the licensing restrictions under which academic research libraries operate, and why a number of the options to save money that users often suggest are, unfortunately, neither feasible nor legal. It also discusses the state of academic publishing, and the effect of publisher consolidations of recent years.
